Assuming no reads I'd always call and pat here. Especially calling with the bounty. Patting may get our opponent to break incorrectly and we'll have an equity advantage a lot of the time. Yes it feels bad when our opponent just pats behind with a better hand but that'll happen sometime. I presume there are some smooth jacks we should draw 1 with, but I don't know what they are. I'd guess a smooth wheel draw or something similar.

Note: I have played very little of this game so I am posting to get feedback on my proposed play as much as I am trying to help OP.
