I will say, when Nia and Carmella came into the ring the graphic clearly showed "29" and "30" for them.

Agreed, it's "Entrant #XX" which she took over for, not "entered the ring" or else someone who hides under the ring for a while and doesn't enter would change it too, no?

Entering the ring doesn't matter, as seen by wrestlers being number x but not entering the ring straight away.

Was Nikki Cross 7 because she was the 7th woman in the ring even though she came out at 8?

To me, the 28th person to enter the ring was Nia. The 29th person to enter the ring was Carmella. The 30th person to enter the ring was Becky. I don't really see how people can think the person that entered last should be #28, but at the same time I don't have any dog in the fight so I don't really care enough to argue about it if the majority feel differently.
