I'm usually not one to criticize big matches being on minor PPVs, but Cena/Reigns should be headlining WM.

It tells me that Cena is going to win. If Cena beat Reigns at WM, that would be the end of Reigns as a top level babyface forever. But if Cena beats Reigns at a minor PPV, Vince has six months to see if Reigns can step up his game and ascend to that level and earn a WM main event spot against Lesnar.
