Oh hey, master: the old WWE PPVs that were missing seem to have shown back up just in my last 10 minutes of tooling around on the XBox app. Basically seems like they have everything now, although for some reason Bash at the Beach '96 has gone MIA for the time being.
Well they legitimately had all of the Mania/Rumble/SummerSlam/Survivor Series missing on the XBox until just now, except for the most recent ones of each. So it had to be more than the music, especially when those PPVs were still available to stream over my computer.
FWIW it's still acting funky and not allowing sort-by-year in some areas, but I can finally get at everything outside of BATB '96 so whatever, I'm happy.
Interesting fact that I'd been keeping an eye on: it looks like the Canadian Stampede IYH in mid-1997 is the point at which the WWE go TV-14 for every show until PG was reinstalled as the content level for their programming. I guess that's one other fact in determining when they kicked the Attitude Era into full swing.
There are plenty of PPVs before then that show up as TV-14, I'm sure due to blood and what not, but it wasn't their full-time setting until mid-'97.

aha, figured it out. My Xbox family settings were blocking anything rated over TV PG. Stupid that you cant input your xbox password like with every other app to access higher rated content
