WrestleMania X-8 being in Toronto, it was likely 100% inevitable that the crowd was going to come home to Hulk Hogan and take his side.
What seems less clear to me is exactly what form that would take if the match had been Hogan vs. Austin instead of Hogan vs. The Rock. The crowd openly turned hostile against The Rock during that match, and it's hard for me to imagine they would have done the same to Austin. But they probably would have taken Hogan's side, so...maybe there would be elements of it? It's an interesting thing to imagine.

I thought crowds were starting to turn on Rock once it got out he was taking time off to film Scorpion King?
There were times when Rock started catching heat that I think were separate from Hogan; I think his act did just wear out with some fans along the way. I don't feel like that only appeared for the first time in the WM X-8 build, but I'm not confident in all of my recollections from this period.
Crowds were definitely more willing to turn on Rock than they ever were to turn on Austin.
I'm sure I've posted about my love for this segment before, but since I just ran into it as part of my watching of 2000 WWF, I am forever tickled by Rock trolling HHH with this imitation. Honestly, the content seemed so close to the bone that I would have thought that it could have caused real annoyance, but HHH and Steph actually seem like they're trying not to break up laughing while he's doing it.
And in the same Raw episode, I came across another moment I've been waiting for: Al Snow successfully talking Steve Blackman into moonwalking across the ring during a match. Again, this quick comedy angle was my favorite thing either of these guys ever did.
For the life of me I can't get my mind around the fact that Sy Sperling was actually a WrestleMania celebrity. Did Vince actually think that having Sperling appear would actually make his company seem like a bigger deal? I struggle to think of a more absurd WWE celebrity cameo.
The group that sang The National Anthem at WM31. Chloe and Hailie. It's the one that came first to mind but certainly isn't more absurd.
I watch that Rock promo every time I see it recommended by YT. I think he also does an impression of HHH in the interview for Armageddon 2000 where he imitates all 5 others in the HIAC match.

Gennifer Flowers seems like an especially terrible WM celebrity from WM14
I don't know. Flowers was not a good guest, but she sort of fit with WWF's sudden pivot to attempting to be edgy, and - thanks entirely to The Rock and not to her - she ended up getting to play a part in an interview that really signaled what Rock was about to fully become.
Granted that neither one of them prompted a single buy (save for maybe - MAYBE - a family member of theirs) but Sperling is still a fair bit more bizarre to me. His whole role was to give Howard Finkel a rug that Finkel then pretended to have never been given.
He did. But then it was promptly memory-holed. Whole thing was just so pointless.
But more than anything, I still don’t even remotely understand Vince’s motivation for bringing him in.
Perhaps it was a tie-in to the rampant steroid use by wrestlers back then -

Having the police come out and arrest someone in an angle during a wrestling show was to be a one-time thing. Ever. 30 years down the road, you still can't do it again, it will always always be stupid as a repeat act.
For some reason, they just opted not to receive the memo stating this.
It's just awful watching Mick Foley take these bumps where the back of his head smacks on the concrete. Still feels like we'll be witnessing a small miracle if he reaches an old age and remains sound of mind to the end.
