I think everybody's reading way too much into that photo. Given how long it seems Devitt and Steen seem likely to spend in NXT, assuming they won't come out repackaged months later seem bolds. HHH knows who he's working when he tweets that photo, and he knows that audience will watch these dudes if they were in the Doink costume. Hard to see either existing as is when they have to appeal to the broader WWE audience.
