The overall bad product doesn't make this easy. Guys that are good are still bad because of how they're used. I love Rusev but he hasn't done anything I've enjoyed apart from little one liners here and there in a long time. That goes for almost every wrestler on the roster not called AJ Styles. Maybe if it was top 10 or even 5 but 15 is way too much given the quality right now.

Yeah, the fact that I barely ever watch any of Raw anymore kind of makes this an impossible task. When it comes to over half the roster, I'm basically left with residual opinions of what I thought of them in the past. My list would be disproportionately SD-heavy.
Alright I cobbled something together, admittedly not trying very hard to reconcile the stuff I felt weird about, of which there was quite a bit. Without looking at my last list, this one probably looks drastically different than that one.

Yeah I put something together and my list is pretty weird as well. Completely based it on what I'm enjoying right now so not necessarily my fave wrestlers overall.
