His ringwork is fine. He just falls into the tier of "can only work good matches with good workers." Cena is lower in the same tier. Two wrestlers within this tier against each other is generally not a formula for anything that great unless it has optimal atmosphere (see: Hogan vs. Rock).

Name a match where Orton has carried an inferior worker to a good match, instead of the other way around.

Orton's lucky enough to be a big enough name and have the kind of physique that means he usually gets paired with guys who are technically proficient and can work good matches. He's also been a heel most of his career so he's never had to work with big men like Kane, Big Show or Khali for any length of time.

He's certainly not awful, and he can do everything that's asked of him. I'm not an Orton hater at all. But I've seen tons of his matches, and not once have I ever thought "wow, Orton really shined in that one" or "Orton really carried that match". He's just never that motivated to go above and beyond what's necessary because he never needs to be. He's not gonna sink below a certain level of popularity now, no matter how much he sucks. He's got no incentive to improve.

I guess everyone's main complaint isn't that he sucks in general, it's that he sucks for someone who's reached such a level of success.
