Bitcoin blocks occur every ~10 minutes. Specify one that will occur about when you want the number, or specify the first block that occurs after a given time.
I don't really follow this, I know nothing about btc.....but I'm fine with any sort of randomization. I don't even need to be involved in it, I'm fine just holding the money.
But a few other people can chime in on the best method.
My original plan would be to have 2 people post a random.org sequence of 30 sets of numbers.
The first set of numbers would be randomizing the 30 names, the second set of numbers would be the corresponding entry # for those names. Seems really easy to do and fair.
