Okay, looking for the good in each show...
WM IX: Michaels/Tatanka, Luger/Perfect, and Headshrinkers/Steiners were all decent, albeit none of them were great.
WM XI: Michaels/Diesel was better than any WM IX match, but honestly if I were to power-rank the collective matches of the two shows, WM IX would probably take up spots 2-4. Granted that nothing on WM XI was as bad as that Taker-Gonzalez atrocity from WM IX, though Taker vs. Bundy was horrible also.
Thing is, WM 13 was well on pace for being worse than any of them, and then Bret v. Austin went out and put on arguably the greatest match in WWF history. Seriously though, the rest of that show is absolutely BRUTAL.
WM9 loses a crap load of points for having a bad main event, and loses even more points for what happened afterwards. And that is before we even get to Taker/Gonzalez. I haven't watched it for a while but from memory I'd put Backlund/Bret as better than anything on WM9, and I don't remember WM11 having any startlingly bad matches.
EDIT - I guess Taker/Bundy was startlingly bad, actually. It's still streets ahead of Taker/Gonzalez though which is what it's up against in this discussion.
