02/03 better. A part of the reason I say that is because they were able to show off their talents. Nowadays, Vince & co don't tap into the talent as well, so it's only speculation. It'd be close, though.

If the wrestlers and the dudes that make the hype videos ever broke off and started their own company and just let a random message board from the internet book the shows, it would be the best wrestling promotion in history.
