Honestly, the whole situation makes a lot more sense from a business perspective if it was all a work.
He rightfully expected that the champ would do what is expected of him and drop the title before losing, instead of leaving as an undefeated champ. It's not like Bret refused to lose in his home town--he refused to lose anywhere in the 2nd largest country in the entire world.
The thing about the whole situation is that, other than this, Bret is a pretty likable guy. Reverse the roles and have HBK (or Hogan, for example) being the one refusing to job, there would be no doubt in anyone's mind that HBK was in the wrong. But since Bret is a good guy, people have doubts.
