Does this also mean segregation of player pool? Also how bad is tax on GGR for players?

I don't think there's anything at this stage to suggest the player pool will be segregated, although until specific regulations are drawn up it won't be known for sure.

GGR is the standard way of taxing online gaming, and its an important distinction for poker because it means that unraked pots are not subject to taxation. France has a tax on total amount wagered (i believe it is 2%) and this is a huge cost to operators; and the resultant rake is extremely high. There is also pressure on operators to promote more tournaments and less cash to avoid this tax, it generally creates a pretty odd environment for poker. At least a switch to GGR specifically for poker suggests they might know what they're doing/are listening to the industry.
