I believe the term is ghosting. I guess it's illegal but it's nearly impossible to prove unless you straight up witness it or get the player to admit it. So really it's more frowned upon than anything.
You'll hear about it a lot in high stakes games. Player A is a good high stakes player, so good that people usually won't sit him. Player B is friends with player A, and is not very good. Player A plays on Player B's account in order to get action since opponents will think they're playing a weaker player.
