In order for him to fold, he'd have to have started with a low draw AND missed everything on the end. He's paying off the river with a pair since you'll bet with any low hand.

The biggest error is not folding 4th.

I'd call on third but fold fourth. The Jack is a pretty dreadful card, and at this stage, you don't want to get committed with such a weak hand.

The other guy has been betting a high-only board. It's unlikely that he'd be bluffing the whole way and then just give up on the river. If you bet, he's getting over 7:1 on his call. I would expect him to call pretty much every time.

But fold fourth.

Peeling 4th here really depends on the villain - if they are tricky in any way then I don't like peeling but I don't like giving up either ... a lot of players will just represent a high hand if they feel you will fold - most of the time this is battle of air vs air and who gets the last bet in - so I'd say raise>>>>fold>>>>call - it depends on the aggression level of the villain though, in a lot of cases this is just a clear fold.
