Exposed cards on seventh street?

Playing in a casual home game with friends.
Seven card stud.
On the final round, the dealer dealt the (seventh and final) cards face up to the first two players. There were three more players that needed cards. The dealer stopped dealing once the error was noticed.
What is the proper procedure for this error?

if the first card is face up, all the rest are face up and action proceeds accordingly based on 6th street position. if cards are dealt down and then a card happens to come up, the upcard person can choose to declare himself all-in on the river and not have to call a bet if they don't want to.
