This is pretty standard if the room has betting lines and enforces them strictly. If their rule were "significant forward motion" (they may have an unenforced line as a "convenience line" for the dealers), then this would be an incorrect ruling (so long as the motion was beyond your cards or whatever the room deemed "significant").
Either rule allows for different types of angles. Forward motion was the original rule (many years ago, many poker tables didn't even have bet lines), but as lots of new rooms and players have come into live poker over the last 15 years or so, enforced bet lines seem to have become much more common. I think this is because they seem to be more clear and less subjective (especially to new players/rooms). I wouldn't go so far as to call them "stupid", but I personally prefer the old rule, which actually seemed (perhaps counter-intuitively) to generate fewer angles and controversies than the strict bet lines do.
