For the record, here are the changes to the jackpot drop policies that went into effect at THR on April 1:
There is now a sign in the poker lobby entrance that reads:

Effective April 1, 2013, the Poker Jackpot and Poker Marketing Promotions pool rules will be revised as follows:
Poker Jackpot Rules
1. For every hand dealt, the Dealer will remove $.60 from the pot when the pot reaches $10 and drop the chip(s) into the jackpot drop.
Poker Marketing Promotions and Rewards
1. This collection of forty ($.40) cents per dollar contribution from all qualifying pots shall be done simultaneously and placed in the jackpot drop box to be utilized for Poker Marketing Promotions and Poker Rewards.
2. Poker Marketing promotion funds will be used for trip give-away, car drawings, and/or other Poker marketing promotions, including poker rewards, where the funds are available to all Poker Players via said promotion.
And funds contributed by patrons into the pools shall be returned when won in accordance with the posted rules and no commission, or administrative fees withheld.
Signage will continue to be posted in each poker room now detailing the published amounts for poker jackpot pools (primary, secondary and tertiary).
Also, there is now a printed full-color flier available for the taking at the poker desk which lays out the full rules for the April promotion ($200 gas card). I assume that they will continue to make such fliers available each month with the full rules for each monthly promotion.
The Good: All the jackpot rules and progressive jackpot prizes are now openly posted or published and available to all players, with the promise that all of the jackpot drop funds go back in full and exclusively to poker players. And I think the future might bring some very attractive player promotions since there must be a ton of money being set aside to go exclusively for player prizes and rewards.
The Bad: They do not make available the amount retained in the promotional prize pool at any given time. The NIGC rules on this point are not clear, as their rules only state that progressive prize pools must be posted. The promotional prize pool does not pay out progressive prizes, so technically doesn't fall under this rule. It would be better if they posted the amount in this pool as well, but at least they are promising that all of it goes back to the players.
The Ugly: The way I am reading the posted rules, it seems that all poker rewards, including points per hour which pay out for on-site purchases (restaurants, stores) come out of the jackpot drop. So don't think that the room is paying back any of the rake in comps - it is coming from your jackpot drop.
Unless I hear reports of violations of these new rules, I consider this file closed. I hope players benefit from the new clarity and procedures.
Also of note, it is up to players to police the jackpot drop and make sure they don't take it for pots under $10. There is no excuse now for a dealer not to do it right.
