This is by no means standard everywhere. I am not positive but I believe regions are split on this three ways: cannot exceed max cap, must bring all chips and can bring over above cap or can go south your choice.
It sometimes depends on how/why player is moving. Ime for must move, most common is all chips must come. Broke table will often have most options. Where the rooms, again ime, very the most is on voluntary moves.
The idea that luck box deserves protection has some merit. But around here many consider all the x-y games are one big game. As such those folks feel all those chips ‘need’ to remain in play. Of course we also have match the stack so any player can top to match lockbox at anytime anyway. So that aspect is not part of the equation here.
The one thing I do know for sure is that max chips on a move is one rule where there is not even close to a standard everywhere rule.
