It says on their web site “You only have to be 18 to play blackjack at RCG.” Yet, you have to be 21 every where else in the US.

Does that seem lawful to you? Does that resemble any type of responsible gaming?

Your age assertion is not accurate. I know of at least two US casinos where you can play blackjack at 18 and I bet there are more than that, probably quite a few more.
