the problem was, the game and the jackpots were hit artificially (lets check down, lets see flops, lets never raise each other, let me see the river i have a chance, etc), and it was the same group of players basically as something along the lines as a team who knew how to do what i said above together. if the limit game would have EVER played when the jackpots werent high, or wouldve played the game properly (not colluded either covertly or overtly), then maybe the limit game wouldve been allowed to stay.
