They're actually doing this at Meadows now. They switched to allowing tips ("donations" is apparently the new buzz word that magically makes things legal) per hand at the same time so dealers are making more money and accepting the $10 fee they are ****ing paying their employer to work. To the "less predatory" comment, sure, dealers are going to put up with it because the job market is tough, and many are unemployable otherwise (not all, not majority, but a whole lot of them). Plus, how many do you think are paying taxes?
