Whether in a hand or not should def matter. This is becoming an issue and the rules should be black and white w no gray area. There is a lot of gray area in this matter. For example:
How would a dealer know u are txting rather than going through a playlist??
How come you are allowed to listen to music while you have earbuds in? The earbuds also serves as a hands free device which enables you to communicate w another party at the table.
When someone is expecting an important phone call and checks the incoming call during a hand, is his hand dead?
