I presume this is not OK and it's kinda disturbing how often I have seen it. I have never noticed it at a poker room before as much as at Parx. I know this can be super hard to police, but when floors let people move to other tables they really need to watch that they bring their whole stack over.
The player had no choice but to cashout and rebuy at $1000. Some players definitely use the rule to get some cash off the table. I play there all the time and it doesn't seem like to big of a problem. Except for some shortstacking asians who can be annoying. You should see how fast they get up after winning a big pot. Even that doesn't seem to be as much of a problem since the buses aren't running, they don't seem to be there as often. The other day I was doing great and playing great, had a big stack but my table had gotten crappy, I would love to have taken my big stack on moved to a better table, but it's just not allowed.
Now a personal question... why do you even care? You described the guy as a regular, which probably means he is decent or at the very least not the guy you came to target. If a huge fish wins a few pots then takes money off that would be frustrating, but I could care less if it were a good player, probably even vote to allow him to take money off the table without switching tables, maybe it's just me and I'm not as good as everyone else.
Reminds me of earlier this week, there were two really good aggressive regulars at the table, myself and like four loose passive calling station types. Then one of the really good regs got up and left, I was ecstatic, then one of the not very good players starting complaining about how the table sucked now because the action guy left, despite the fact the guy complaining admitted the reg was really good. The complainer plays all the time too, it's amazing to me that people who play that much just don't get who they should be playing against.
