I started to post something like this the other day. If they can build a casino that's
not the traditional model, that specifically doesn't cater to its patrons' every need (dining, entertainment, spas) but instead has a handful of really special offerings and sends people outside for the rest, they could have something. Though probably nobody at Caesars has that reflex, and it would take a lot of relationship-building with local restaurants, venues, etc. that they might not be super-equipped for. "I will avoid capturing every last dollar my customers spend" isn't SOP.
The surrounding offerings, while there's of course a fair amount of dreck, include some of the best of the best. This Caesars wouldn't be able to have in-house shows or restaurants that aren't dazzlers. Which means they'll be more expensive to build and run, so it makes sense to have a finely honed few and encourage people to leave the building for the rest. Which, if they can develop and articulate that, should go a long way toward bringing local business, at least, on board.
And the less space they have to devote to restaurants, clubs, theatres, etc., the less they have to carve big spaces out of what's now an office tower and the more space they have for $$$$ Times Square hotel rooms.
