I am quite certain the Empire City and Resorts World will, for the following reasons:

1. MGM and Resorts World have a lot of real estate to work with, and it won't be hard for them to add on additional buildings/spaces if they need to

2. MGM and Resorts World have poker rooms at almost every other casino they own. The ones in Vegas that MGM owns that don't have rooms is because it's already over saturated with other poker rooms closeby that they own/don't own.

To me, it's the third license, and what site ends up being chosen that will determine if there's a third room. For example, I think the Sak's 5th Avenue idea might not have a room because they'll want to utilize the limited space they have for higher yield games.

They’d have to get a couple floors if it was saks. The third site will be interesting but I agree with you on the first two, especially queens. That place is gigantic

It's really a matter of whether it's worth it to them to have poker in that space.

Empire City makes 50 million a month NET (i didn't believe it either when I first heard this) off their ripoff slot machines and that place is a dump.

My guess is they have poker- but I wouldn't be shocked if they just went with table games.

if it's worth it to them.

Just some politician saying "We want the casino in MY district", it means nothing. It's not a level playing field in NY anyway and there's no way they would take business away from RW and Yonkers.

There was some info in a NYT piece the other day.

The gaming commission has to appoint a location board. Once at least three of five members are in place the board has 90 days to put out the request for applications. The board makes recommendations that the commission kinda has to approve. And applications must also be approved by at least four of six members of a separate community advisory committee. In NYC that committee is appointed one each by the governor, mayor, City Council, Assembly, Senate and borough president.

There's surely a timeframe for the steps after the RFA is issued, but those aren't mentioned. The gaming commission is all appointed by the governor, so presumably she has some pull to urge the process along, but who knows how much.

I left out that three of the five location board members have to be in place by 10/9. But yeah, I think we're looking at late 2022/early 2023 earliest for the licensees to be named.

The gaming commission is all appointed by the governor, so she presumably has some pull in moving things along sooner rather than later, but there are bits that are just going to take some time.

I don't know if anything like it made it into law, but the early Senate proposal I saw reported (the one with the $1B license fee) had a stated time from awarding of license to operations. And that was like licenses awarded December 2022 and open for business by 2024, or similar.

MGM in Yonkers and Resorts in Queens could presumably move from license to operations in months. The third license will depend on location, how much building is required...if it's something like TSX in Times Square where the building itself is already well under way, it'll be sooner than if it's some tower that hasn't broken ground. (I would've said the TSX plans were too far along, but apparently they're interested...I guess they haven't yet signed contracts on the vast amount of space they're adding at the base.)

I would think it may actually be theoretically possible Resorts World and Empire City could be up an running by the end of the year if they start preparing before actually being granted a license, because they know it's coming... but I would say Q1 2023 is much more likely than Q4 2022.

Either way, we'll have it before the end of Q2 2023, worst case, I would guess, which is still pretty awesome

Yea I’m not mad at any of those hypotheticals. I’d have to leave my debit card at home though once they do bring in poker cuz I will live there lol

Yeah, we're probably looking at October until we get any updates. Maybe September if we're lucky. I know Addabo and Pretlow and trying to get them to get the wheels spinning faster, but who knows how much luck they'll have.

However, when we get to that point, the licensing process should be relatively quick and done by the end of the year. Then I imagine it would take RW and EC a few months to get everything in order to start running table games, etc, assuming the get the first two licenses.

There is something in the budget that passed that says something to the effect of some or most members of the panel need to be in place by October at some point, so that's when it will happen by. I would guess maybe a little sooner is possible, but probably not too much sooner. But, who knows, this is new territory for everyone.

The Democratic Primary for Governor is on June 28th, and the General Election is on November 8th. I am guessing that between those two dates, the casino company's lobbyists are going to start throwing money at Hochul to not only influence who gets the 3rd license, but to start the process of choosing. I imagine that most of the proposals on potential partnerships and sites has already been ironed out behind the scenes with the parties vying for the 3rd license.
