If I were a member of a group opposed to gambling, in Mass., I'd file suit questioning the three region division of the state. That would keep anything being done for a long time......
On what grounds would your suit question the 3 regions? This is how the legislature wrote the bill, it's now the law, there's nothing inherently unconstitutional in it, so how would you challenge it? If it were this easy, it would already have happened. Good luck on this one.
Suffolk is most likely to get the eastern zone license because it's the more logical choice in terms of location (proximity to Boston vs. Everett or Milford), because it already exists as a site, and also because the law was basically written by DeLeo and Menino with Suffolk and its employees in mind. Menino's coming retirement takes away some of Suffolk's edge, and Steve Wynn is a formidable contender in anything, so I think the race is more open than it originally appeared.
I think 1st Mass casino(s) will open no later than 2016, possibly 2015. The state needs the $ too badly to allow this to drag beyond the Gaming Commission's already snail-like pace...
