The gaming compact required them to hire the vast majority of people locally. Since this is the first casino in the region, it is no surprise to see a lack of initial experience. Hopefully they become good.
On a side note, two of my employees went through the dealer school but did not make it through the audition process. That indicates to me that MGM had plenty of applicants and were able to hire the better of them, as opposed to desperately hire whoever filled out the papers!
