Manchester Union Leader just got around to reporting that grocery list of fines. Sadly, when they asked the lottery official why these infractions weren't mentioned last week when the reporter called for comment on the shutdown, the official replied (parphrasing), "These offenses weren't related to the shutdown."

These are strong words--but I can't conjure an argument against them. I've been chewing on those words for several days now, trying to figure out what he was thinking there, trying to give him the benefit of the doubt. I just can't see it.
If it was an innocent mistake, it seems to me that it could've been easily corrected in the ten days the Commission gave him to fix it.
Is my impression correct, that Puck has blamed the property owner for the failure to meet the ten-day deadline? Because I'm trying to come up with innocent explanations for that (as well), and failing (as well).
