While there is certainly overlap in the player pool, the main difference is that the 10-25 regulars, when they ask a floor to call a 10-25 game, the floors are certain (at least on the weekends) that the game will run immediately and for a long time. The few guys who play most weekends at MGM understand that we need to 2-3-4-5 handed for a while sometimes so we can lock down a table in the afternoon because it would be nearly impossible to get one in the evening. Some of the 5-10 regulars recognize this, but because the player pool is fairly large, it's harder to convince the players on the list to start or continue a game short handed.
From the casino's perspective, they are more reluctant to call a game that may or may not run, and might break after a few dealers, causing delay's in MGM's desire to generate rake, when they know if they call a 1-3 or whatever, it would run and generate rake for sure.
I think the key is to align the 5-10 player pool's interest in having tables for the day with the casino's interest in keeping the rake revenue flowing. The easiest way is, when a 5-10 is called, to play no matter what for as long as needed. A small degree of coordination would be helpful in having a small # of the players who are willing to start the game no matter what show up at a certain time and promise the floor that if a game is called, it will run for at least a few hours so the room is assured of continued flow of rake/toke money for the dealers.
