Could you change the 5/5 PLO (and 5-card, obviously) game to officially be a 5/5/10 game,
with no straddle allowed (to keep the game from becoming 5/5/10/25)? It's played as 5/5/10 98% of the time or more, but it really hurts the game when you have the rare player that refuses to straddle (I don't think ANY regular refuses straddle). When you do have someone who won't straddle, they get dirty looks and rude comments (arguably righteously so). In this particular game (can't say the same for NLHE), your point about manipulating the game to isolate weak players NEVER happens. Plus, 1/2 with a 5 bring-in is only a little smaller than 5/5 without a straddle.
I think if you were to poll the 5/5 PLO players about this, I don't think a single person would vote "no."
