In PLO this typically is done in games where they want to require the bets to in $5 increments so you make it $5 to call .
Maybe the right terminology shouldn't be "bring in" but instead "$5 to open"?
You cannot open the betting less than $5. I agree that "bring in" refers to a forced bet as in stud. If everyone folds to the blinds, no open (and therefore no "bring in") happens, and the BB takes the pot (I'm assuming, disclaimer: not a pro.)
