Well it's strange to have both 1-2 and 1-3, no doubt about it. We'll need to see how it works out. I'm curious to see it, but there's no doubt that 1-3 didn't work at all. The player base rejected it; it was like a wet blanket had been dropped over the room, a very down atmosphere. One night I didn't even take a seat, since all the tables seemed so grim and depressed - it just killed my interest in playing. Fortunately, one of the bars offered a much happier atmosphere while my friends played.
As for tables not running full most of the time, that's the status quo at this room - it really can't get much worse. At both Wheeling and the Meadows, Peter oriented his staff towards maintaining short tables, and they never enforced 3rd, 4th or 5th man walking rules. Regulars would simply ignore the rules and seat themselves at the tables they want - some of the dealers would nod to them ("seat available, take it"). But casual visitors would follow the rules and get screwed.
A casual player would go to the desk, ask for a seat, play 5-7 handed for a few hours, and become frustrated. Meanwhile, new players would continue to seat themselves at the full tables, and his own tablemates would simply get up to self-relocate. The worst part is that the casual player will eventually go back to the desk and ask to change to a full table, and then be told that he can't leave his short table. I've got a number of buddies who fall into this trap every time, and it really annoys them - to the extent that they're invariably b1tching about the place every time they leave. Not a good business model.
