One preflop raise is about 20 bucks which is a lot less than the 2/5 NL games and I don't think most people would call with rags in PLO.
2/2 is a $500 max buy-in. Once the game starts going, you'll see stacks of $1000+ easy, if there's a ton of action expect to see $2000-3000+ stacks.
Also, in a full ring, especially in live games, there are plenty of people who at the very least like to see a flop and play more hands, especially OOP then they would in holdem.
As far as if people call $2 or someone makes a preflop raise to build a pot, alot of this will depend if you have action player(s) who like juicy pots.
On Monday, we had at least 2 action players, and this was in the middle of the afternoon on a Monday. You can picture how juicy the game and pots get on a Friday/Saturday when people are looking to gamble, win, and get drunk in between.
