I don't understand the reasons why Cheesecake/Bobby's and the casino can't just agree on 1 to 1. I've never seen anything like this at any other casino that I've been to in the country.
I agree re: a bad value, so I will not use it, and will instead continue to comp my beer adding to my -EV which is probably a worse deal
This is not uncommon however. In AC, Borgata specifically had that deal with many of the on-property places in their deli-area. (I've not been in a while, could have changed.) Vegas had it at Caesars too I think for a few shops.
I believe the reasoning (discussed earlier ITT) is the minimal incentive for the privately-owned businesses to give away their product for less than posted prices. Combine this with the unwillingness of the casino to actually pay out essentially cash-value of that comp $ to a 3rd party, and you get the deal.
I believe someone guesstimated that a $1 comp really only costs the casino .50 of real value, since menu prices represent 100% markups on the actual costs (including wholesale price, service, etc.) So at 2:1, it's all the same to the casino, and no one is forcing you to use it for that purpose.
