Are you really making a distinction between a town with a curfew at 8 vs 9?
A deposit box would make some of it null but you still have to walk out with cash at some point. All other means of cash moving brought up are not "cash only transactions", which most people are not happy doing regularly.
The casino will have security IN the casino, not as much outside. Even if the area is not directly terrible you are a short distance from one of the worst areas in the state. All someone has to do is be inside and text to their friends "red jacket leaving now lots of cash" ****ty thug can hop a fence, jack you while you are getting in your car and be back over the fence before the Barney Fife casino security gets to you.
The real point is when offered a choice between a casino in direct proximity to a dangerous area, and one surrounded by normal suburbs and strip malls, they are more interested in the latter. Why take the extra risk?
If you want to see how low people can get for small amounts of money look at the guy abducted and murdered from the Taj parking lot this year. No one is saying "This will happen to you!" but it is stupid not to be aware of your surroundings and what people will do to get your cash.
