I'll take some bait here ...
1) Casinos like money, why encourage a huge portion of the (casino going) population to 'go outside' to feed a habit. Not too many slots found in the parking garage. I'm not a Toledo reg, but I've always felt that it was underpopulated .. and I guess I never really noticed it was smoke-free either.
2) It's not uncommon for even good Players to buy in short in a charity room due to variance and the likelihood that the chips will go in fairly quickly. Firing three $100 bullets will garner the same profit (or more) as one $300 bullet with allowance for 3x the variance.
It's still very common that Players buy in short in PLO basically for the same reasons, only inflated for PLO.
Our 1-2-bring 5 PLO game ($1-500) will basically fall apart if the table converts to 2-5 PLO ($300-1500), allowing for the bigger bankrolls to walk in and cover a lot of stacks that took a few hours to build. GL
