I offered to pull the rule up on my phone and was denied by both the dealer and floor, as floor said even if it is the rule, at Momo's that's not what we do. It was extremely annoying, but I did still tip the dealer $60 afterwards. I know Momo's is very unprofessional, but good lord that's just embarrassing on their part.
Heads-up, the small blind is also the button. The dealer should deal to the button last, and thus the big blind player should get the first card. But cards are random, so really doesn't matter. they should just be consistent.
Preflop, the button/small blind is first to act. On the flop/turn/river, the button is last to act.
That may not be the rules at Momos, but it is everywhere else I've ever been, and that is hundreds of places.
