If I won't be able to get there until 11:30 or 12, will I most likely still be able to get a seat? What about if I can't get their until 1? Is it possible for someone there to register me even if they don't have my license?

They would need a drivers license to sign you up. I am guessing you will be an alternate seat if you get there around noon as I am guessing we will be full at 200 range by noon.
