Slightly unrelated, but keep in mind that Lac Leamy is actually closer to downtown Ottawa than RCR is.
My knowledge is about 6 months old, I haven't made the trip out to the RCR recently. That said, since they don't market at all, it probably hasn't improved.
Yes, there is a table, sometimes 2, that run on the weekends at the RCR. It is 1000% fishier than just about any poker room I have been to. However, the player pool is small and you can sense that players busting are not reloading. That's if they get the game going at all. You're taking your chances if you drive out there.
Can't confirm the half-rake, I usually arrive a little later in the evening and fill up the table. Either way, $5 is a lot better than anything else you'll find.

Depends on where you stay, of course, but Ottawa is not the greatest for original things to do for kids. The museums were already mentioned and they'll be your best source of entertainment. The Market is also good for a morning or afternoon, lots of little shops and activities. Otherwise, you're looking at a lot of outdoorsy walking and exploring kind of things, and the usual generic indoor playground/laser tag kind of activities.
And don't worry, you'll be able to show your kids Parliament and the sleazy Senators at the time
(With the Senate, I never know if people are sarcastic - they usually are. So on a serious note, if you were actually thinking of bringing your kids to see Parliament, PM me and I can give you the info you need.)
Very little to add here that you won't find in the Montreal thread except to say that if you are staying in Ottawa, just remember that Kahnawake is a little over 2 hours away driving. If you don't have a car, don't plan on going, public transit from Montreal to Kahnawake is terrible.
