Also why do we need a row of red in the rack @ 40? It is never used as any red given in change is invariably given back (for change). One stack would be plenty and it would allow for more whites which would mean fewer fills.
I am going to give you the rule that Jerry and I wrote.
(1) The betting line means exactly that it's a betting line.
(2) Chips that are pushed onto or over the betting line (is a bet).
Pushed means that the chips are touching the felt.
(3) Chips in the hand that is used in forward motion toward and may have crossed the line (is a bet).
In the hand means that the chips are airborne. Because the chips are not touching the felt, you may not be able to tell if the chips actually crossed the betting line. Thus, it is a bet.
