First time collusion deserves a penalty - sit out one round.
Second time - disqualification.
Being "nice" to a cheater the first time is penalizing the rest of the table for the cheater's dishonesty. If he thought that it was okay, now he knows better.
This is similar to a dealer allowing a string-raise. If you're "nice" to a player, and allow it one time, they'll probably continue to do it. But, if you explain the procedure for raising and make them take it back, they'll almost certainly know how to raise in the future.
