I think the individual responsibilities on their own seem simple. Take initials, seat a player, do a fill, see if players can get free time, etc. They do a lot of seemingly simple things. Now take those numbers of things and ask someone to do them all at the same time and then ask if it's simple. Imagine a floor doing a fill, while a player is asking him which seat he was just called for all while another person wants a seat while there is a list and a podium, the players at the fill table are are asking for free time, three tables down the table has two queen of spades and employees are waiting for the floor to finish what he is doing so they can start counting the bad beat chips. I have seen a situation pretty much like this before.
None of this excuses rude uncaring behavior. My experience with years at Borgata is mixed, some great floor and dealers, some egh floor and dealers, some terrible floor and dealers. But often I see situations where the job is stressful enough to not be easy and can sometimes on some level understand less than optimal response (but still not nastiness and some people are nasty)
