It is absolutely illegal and I would be willing to bet it will be shut down. I tried looking through the Gwinnett Daily Post and AJC and no hits or info or anything. I think it's just under the radar for now, but I would be very wary unless I'm just missing something.
As far as I can tell, you are correct. Only a duly registered and licensed non-profit organization can operate charity games in Georgia and only certain games are allowed.

As far as poker goes, forget it. Any game played for money or any other thing of value involving cards, dice, or balls is illegal.
