It doesn't really matter who they hoped to cater to if the drunks are still spilling their drinks. To your question, I don't have drink holders in my house, but I also don't keep my drink on a felt-covered surface while I and one other person are performing actions and making motions with our hands around it, so..

I honestly think the Bellagio poker room would choose to have carts if the room were big enough to accomodate them, but it isn't. So now there is no place to put drinks that looks elegant at all. I understand them not wanting cup holders, though.
