I suspect he had planned for a shut down all along, barring a complete surrender from the union. Either way the union is heavily damaged, and he strengthens his negotiating power next go round.

Has anyone seen resorts recently? How are they doing? The beach bar they built was pretty popular last time I was in town, but getting pretty lonely on that end of the boardwalk.
