Your first choice should depend on whether you have a players card at any of the properties. Check your offers online and see if you qualify for a reduced rate. Otherwise, you can call Caesars and ask if they have room rates, although mostly discounts only apply to players card holders. If you want, you can arrive early and play cash game, I believe that after 7-8 hours of play, you can qualify for a poker room rate at the property you played at.
Bally's and Harrah's usually have good games going on the days indicated, Harrah's offering a 1-2 and sometimes 2-5 (mostly midday and evening availability). Bally's offers a $150-$500 buy-in that brings alot of action as well. There is always games at the borgata, but I guess you wanted other options.
As far as bars/clubs go, cant be of too much help since I'm not into that scene anymore. However, you can check with any of the Casinos, I know that Harrah's and the Borgata both offer a night club scene on the weekends and pricing is not outrageous.
