Yes, that non-casino space was basically not used. Anywhere along that walk from the parking garage to the escalator or closer to the beach side would be faster to get to and closer to the casino.
The escalator to the theater and poker room was pretty close to the casino, but not right next to it. There was a decent-size area in between where they had the agents that gave out the various give-aways, meal vouchers, and handled other miscellaneous stuff.
Generally, there was so much space on the casino floor level that they never filled that it made no sense to tuck away the poker room out of sight upstairs other than they were optimistic they would fill more of the dead areas with retailers and more restaurants.
However, things might change so much that none of these details will apply. I heard they were even contemplating spending the tens of millions it would take to redo the layout of the place so the casino is at or near the boardwalk level rather than having to take the long, slow escalator ride from hell to get up to it. Probably not likely since it doesn't look like they've started anything like that yet and are planning to open in May.
