Just my opinion:
B pays A the additional 90 that was raised.
B had no right to see the hand unless he had called, since he chose to see the hand first, it is an implied call.
Then he should be 86'd, historical data on that player then used to determine that penalty.
Players need to face much stronger consequences for intentional inappropriate action and shot taking. There needs to be more accountability.
If harsher penalties are applied issues like this will begin to go away.
Moves as described in the OP are not "part of the game"
