Villian is playing 31/20 over 43 hands a small sample I know, but is this a call ? If we give the villian a range like (99+ AQ+?)

What are your own stats? Has he ever seen you 3b in the blinds vs a steal before?

His 3B stat was 5,9 over 42 hands. I never 3B him from the BB after his steal.
